Kaohsiung – From now on right turns are not permitted from the fast traffic lanes and left turns are not permitted from the slow traffic lanes along Mincyuan 1st and 2nd Road. The installation of the related prohibitory traffic signs, markings, and lights was completed on July 28, 2017, according to the Transportation Bureau of Kaohsiung City Government. The original traffic lights on slow traffic lanes will be replaced by arrow traffic lights accordingly. In addition, left-turn lanes and left turn phases were set up at 9 intersections on the following roads: Wufu, Cingnian, Sihwei, Sanduo, Guangsi, Ersheng, Yisin, Jhenghe (Minsing), and Yide (Guanjhong). The Transportation Bureau appeals drivers to follow the traffic signs, markings, and lights carefully when turning, to ensure safety.

According to the statistics data, in 2015 and 2016, 217 and 246 traffic accidents at 16 intersections occurred on Mincyuan 1st and 2nd Road, respectively. “Drivers turning left from fast traffic lanes collide with motorcycles moving forward on slow traffic lanes” and “Drivers turning right from fast traffic lanes collide with motorcycles moving forward on slow traffic lanes” were the causes of 40 accidents and 26 accidents accounting for 18.43% and 19.92% of all the accidents, respectively. To improve traffic safety at the intersections along Mincyuan Road, the Transportation Bureau, Police Department, and Traffic Police Corps that right turns should not be permitted at intersections along fast traffic lanes of Mincyuan 1st and 2nd Road. Drivers are required to steer to slow traffic lanes at the previous intersection before they turn right. In addition, by adding left-turn lanes and left turn phases, vehicles making left turn can travel safer at these intersections.

Though the above rule requiring drivers to make right turns from slow traffic lanes has been put into practices, some drivers violated the rule and made right turns from fast traffic lanes. The Transportation Bureau indicated that, to notify drivers of the new traffic control managements on Mincyuan 1st and 2nd Road , the installation of “no-right turn from fast traffic lanes signs”, “no left turn from slow traffic lanes signs”, “change lanes signs” and “change lanes in advance notice boards” at the intersections along Mincyuan Road was completed on July 28, 2017. The traffic lights and timing plans were also adjusted, in order to provide drivers with traffic information. From this day, drivers who fail to oblige traffic signs and markings will be punished in accordance with the Road Traffic Management and Penalty Act.
