[Kaohsiung News] Kaohsiung Mayor Chen Chi-mai received a report on public-private partnership (PPP) promotion outcomes from the Finance Bureau during a municipal administrative meeting on April 7. According to figures released by the Ministry of Finance for 2025, Kaohsiung ranked first nationwide with NT$111.6 billion in PPIP investment, retaining its position as the top city for investment attraction and earning the “Excellence in Investment Promotion Award” for the fourth consecutive year. Mayor Chen noted that since taking office, the city government has achieved cumulative PPP investment exceeding NT$340 billion, reflecting strong results. He expressed appreciation to all departments and the PPP Promotion Committee for their joint efforts.
Chen explained that following the current administration’s inauguration, the Finance Bureau establishd a dedicated PPP Promotion Committee, chaired by Deputy Mayor Lin Chin-rong. By incorporating insights from external experts and academics, the city has strengthened project evaluation, including financial modeling and investment conditions, thereby enhancing project quality and attractiveness. These efforts have successfully drawn increased private sector participation in public infrastructure, with results continuing to emerge.
The Finance Bureau added that Kaohsiung’s PPP investment in 2025 reached NT$111.6 billion, marking a new historical high while maintaining the city’s top national ranking. Looking ahead to 2026, 10 projects have already secured investment, with one project currently open for tender and six additional projects scheduled for announcement in the second quarter. The city government will continue refining its investment promotion strategies and work across departments to sustain strong performance.
In addition, in preparation for the upcoming flood season, Mayor Chen instructed the Water Resources Bureau to strengthen drainage system dredging and conduct comprehensive inspections of flood control facilities. The Environmental Protection Bureau was also directed to ensure proper clearing of roadside drains to prevent blockages caused by fallen leaves, while district offices were tasked with preparing flood control supplies in advance to enhance emergency response capacity.
The meeting also invited ASE Technology Holding to share insights on trends in advanced semiconductor packaging and silicon photonics. The city government will continue to strengthen engagement and collaboration with industry stakeholders, stay attuned to key industry developments, and lay a solid foundation for Kaohsiung’s industrial upgrading and long-term urban development.
