    In 1979, Kaohsiung City was revamped to become a legislative council-administered city. Due to the changes of the administrative system and the fiscal demarcation, all institutes of technical and further education and senior high school (vocational) education were put under the administration of this city. At the beginning of the system changes, the new face of the international harbor metropolis gradually emerged due to various construction projects. Most of the population gathered in the city and there was rapid industrial and commercial growth. In order to cope with the manpower needs of the industrial and commercial communities, the proactive nurturing of talents has become a major goal of education. Therefore, the self-sufficiency of the government has allowed it to invest a huge amount in the business of education, which has resulted in remarkable progress in terms of software and hardware construction.     Higher Education Institutions
    The higher education institutions of this city include:
    • National Sun Yat-Sen University
      • Sun Yat-Sen University, which is situated in HsiZiWan (or Western Bay) was established in 1980. Its colleges include the College of Liberal Arts, College of Science, College of Engineering, College of Management and College of Marine Sciences.
    • National Kaohsiung Normal University
      • The former Taiwan Provincial Kaohsiung Teachers’College was re-designated as National Kaohsiung Normal University in 1989. It has three colleges, including the College of Education, College of Humanities and College of Science to train teachers for secondary schools. A second campus has now been built in Yen-Chao district in the northern area of Kaohsiung.
    • Kaohsiung Medical University
      • The university and its Chung-Ho Memorial Hospital have been established for 41 years. With over 11,000 student associates, it has achieved a tremendous success in nurturing medical staff and doing medical research. It has 3 research centers, 8 research institutes, 12 colleges and a medical center with 1,200 hospital beds.
    • National Kaohsiung University of Applied Sciences
      • Kaohsiung Engineering College was renamed Kaohsiung Institute of Technology in 1992. The programs are mainly divided into technological and commercial programs with 13 subjects. A second campus is now under planning and the university has over 10,000 students at present.
    • National Kaohsiung Institute of Marine Technology
      • Engaged in marine education and the training of marine talents, the school has two-year and five-year programs at present.
    • Wenzao Ursuline College of Languages
      • This is the only five-year foreign language school in the province teaching English, French, German, Spanish and Japanese at present.
    • National Kaohsiung First University of Science and Technology
      • The university was established in July 1995 and students are recruited for its two-year “Department of Financial Operation” and four-year “Department of Computer and Communication Engineering” and “Department of Construction Engineering.”
    Senior High School Education
    In order to have the ratio of senior high school and vocational students adjusted to 4:6, so as to cope with the needs of society and balance regional development, other than increasing the number of classes of Chungshan Senior High School and Hsiao Kang Senior High School, students are recruited for Hsin Chuang Senior High School, reforms are carried out in Jui-hsiang Junior-Senior High School, KSVCS and Shu-Te will jointly take out experimental recruitment for general subjects and Sanmin Senior High School will continue to be built. The subjects of senior vocational schools will also be adjusted to tally with the actual needs. Regarding the enhancement of quality, school facilities will be supplemented, teaching methods improved, teachers required to take up further study and the 5-year intermediate plan for senior high school education and the 6-year plan of counseling work will be proactively promoted.
    Secondary School Education
    The integrated objectives of the national secondary school education of this city include:
    1. Promoting the normalization of teaching and improving teaching methods;
    2. Strengthening student discipline;
    3. Emphasizing counseling work;
    4. Strengthening the development of special education;
    5. Improving the teaching environment and supplementing facilities; and
    6. Developing science education to foster a comprehensive secondary school teaching environment.
    Primary School Education
    National primary schools are the foundation for different levels of school education, aiming at fostering healthy students and thoughtful citizens.
    Ever since this city underwent reform in 1979, new schools have been built constantly and school premises have been renovated yearly. According to the financial budget, audio-visual facilities, computer classrooms, science classrooms, science apparatus and teaching tools for different subjects are supplemented; libraries, reading rooms and books are added; and more teachers are recruited, whereas the number of students per class has been reduced. It is hoped that by improving the teaching environment, the quality of teaching can be enhanced.
    Regarding the development of special education, special classes are available in national primary schools. As for the physically and mentally retarded, there are classes for the blind, classes for the physically handicapped, classes for the mentally retarded, classes for the speech-impaired, autism classes, classes for the deaf, resource classrooms, home education and bedside teaching, etc. Regarding gifted education, there are classes for the gifted, in subjects such as Mathematics, Art, Music, Physical Education, Dance, Information classes, etc. By giving people an equal opportunity to receive an education, a more equitable learning environment will be provided and a student’s abilities will be better accorded.
    Kindergarten Education
    The kindergartens of this city can be divided into municipal kindergartens, primary school kindergartens and private kindergartens. In addition to the ordinary kindergartens, there are also kindergartens for the deaf and the speech-impaired, which recruit children aged 4 to 6. In order to provide education for children, more primary school kindergartens are built yearly. Books, teaching tools, toys, game facilities, teaching materials and facilities of kindergartens are also supplemented in accordance with the financial status of the city government, so as to enhance the quality of children education.

    Social Education
    The national social education institutions of this city include: social education centers, libraries, Kaohsiung Chiang Kai-Shek Cultural Center, art museums, etc. In order to encourage the cultural construction of this city, so as to raise the cultural spirit and cultural literacy of the public, Neiweipi Cultural Park, libraries cum reading rooms, youth cultural and sports centers, museums and music museums are all under active planning in different districts. For the nurturing of art talents and the promotion of music activities in this city, the professional experimental Chinese Orchestra and Symphony Orchestra have been formed.
    Tutorial Education
    The tutorial classes of this city are divided into two main categories of arts & science and technical skills. The arts & science category is divided into three subcategories for study purposes: language, law & politics, and economics. The technical skills category is divided into agriculture, industry, information, cookery and artistic business. Practical skills are thus taught to the public to replenish their life-world knowledge and skills and enrich their lives.
    There are a total of 601 tutorial classes of different subjects in this city at present, in which arts & science classes account for 404, and technical skills classes account for 197.
    Special Education
    Regarding the gifted education of our special education, gifted classes in general subjects, music, art, dance, mathematics and physical education are available in senior high schools, national secondary schools and national primary schools. As for the physically and mentally retarded, special classes are available in different levels of schools to recruit mildly, moderately and severely impaired students, so as to fit in with the world trend of “Back to the Mainstream”. There are classes for the mentally retarded, classes for the deaf, classes for the physically handicapped, classes for the speech impaired, autism classes, classes for the blind, resource classrooms, home education and bedside teaching, etc. to cater to the needs of different impaired students.
    Kaohsiung Municipal School for Students with Disabilities was established on 1 August 1982, and includes national secondary and primary sections teaching a nine-year curriculum and recruits moderately and severely impaired students aged 6 to 18. Special teaching methods are used to provide suitable education for the students in the hope of curing their mental and physical impairment through education, so as to help them adapt to their lives, society and occupation.
